The operation was led by the security manager. He involved the shift supervisor, six regular subordinates, as well as five external intermediaries to find victims and transfer cash into the illegal activities.

Upon noticing an infraction at the gaming table, security guards did not call the police. Instead, they pressured offenders with threats of immediate deportation.

For their silence, they demanded from 5,000 to 40,000 Hong Kong dollars, after which they persuaded players to leave the gaming area without making a fuss. This practice continued for a year.

Consequences and Arrests

According to the investigation, at least 30 people were blackmailed, and the organizers' illegal income exceeded 1.4 million Hong Kong dollars.

The investigation began after an anonymous tip: the police established contact with seven witnesses ready to testify.

On July 28, law enforcement conducted a special operation in the casinos and residential areas of Cotai, arresting 14 suspects. The department emphasized that abuse of official position for financial gain seriously undermines Macau's tourist reputation, so the investigation will continue to examine each episode.
